Level 1 Learner's License Requirements Must be at least 14 years 9 months Must have Segment I Certificate Must have certified copy of birth certificate Parent/guardian signature on application Pass vision screening Obtain Level 1 License at Secretary of State Privileges May only drive with licensed parent/legal guardian or designated adult 21 or older. Level 2 License Requirements Teen must be at least 16 years old Possess a Level 1 License for 180 days Must have a Segment II Certificate Pass road skills test Must have minimum of 50 hours of driving experience (10 hours at night) Must not have any violationsor at fault accidents during the 90 days prior to applying for a Level 2 License Parent/guardian signature on application Obtain Level 2 License at Secretoryof State Privileges During the hours of midnight and 5a.m. teens must be accompanied with a licensed adult 21 or older otherwise teens may drive unsupervised. Level 3 License Requirements Teen must be at least 17 years old Possess a Level 2 License for 180 days Must not have any violations or at fault accidents for 12 consecutive months prior to applying for a Level 3 License Receive Level 3 License by mail Privileges No restrictions, full privileges.
